The manufacturer's stamp or label is nowhere to be found on the piece and I've been unable to source the designer or manufacturer even after a lot of research but it's probably made by Digsmed

Manufactured by Ernest Plange for Plange Leuchten - the manufacturer's label is present in the star shaped ceiling holder

A striking and elegant chandelier with textured faceted crystal glass tubes suspended from a chromed metal frame. The eight clear glass textured tubes clip onto the frame encircling the lightbulb in the centre. The chandelier when lit sheds a beautiful sparkling light through the crystal tubes.
